This presenter will provide an overview of federal legislative, regulatory and political issues of importance to the roofing industry in the wake of and the impact of the 2012 Presidential and Congressional elections. This will include an analysis of the major issues that will impact roofing industry participants, including tax, labor, safety, environmental, health care reform, and immigration reform. Material is applicable to both commercial and residential contractors. Session material will be presented at the beginner level, is applicable to both commercial and residential contractors and is geared towards all size companies.

Learning Objectives:

1. Gain an understanding of how the new political environment resulting from the 2012 will impact the roofing industry.

2. Learn about federal legislative initiatives likely to be considered by Congress.

3. Learn about the regulatory agenda of federal agencies and the potential impact on their business.

Rick Birkman, President, Texas Roofing Company of Austin, is a third generation roofing contractor and has been in the industry since 1976. He worked in various segments of the roofing industry including material supply, consulting and contracting until assuming control of the family business, Texas Roofing Company, in 1994. Texas Roofing Company was founded by his grandfather in Lubbock, Texas in 1935. In 1995, Rick opened Texas Roofing Company of Austin. The company specializes in commercial work and currently has approximately 49 employees and 8 million in annual sales. Rick is a past board member of the Roofing Contractors Association of Texas and was the President of the Association in 1997-1998. In 2002, Rick received the association's highest honor, the Curtis Blackwell Award, for outstanding service to the roofing industry. Additionally, Rick was on the NRCA board from 2001 to 2004. He has served the NRCA in several capacities including as a member of the Low Slope, Manual Update and Governmental Relations Committees. Rick also served on the MRCA board from 2004-2009 and chaired the Business Management Committee. Rick currently serves on the MRCA's Technical & Research Committee.

Nelson R. Braddy, Jr, General Partner, King of Texas Roofing Company, LP, specializes in commerical roofing and sheet metal. King of Texas Roofing Company, LP is one of the largest roofing contractors in the United States specializing in single-ply roofing systems.



Bob Kulp, Owner, Kulp's of Stratford, a roofing and insulation company that has been in business since 1985. Bob is the past President of the Wausau Chapter of Construction Specifiers Institute (CSI) and is a director of the National Roofing Contractors Association (NRCA) currently serving a three year term and serves on several committees including the ARMA/NRCA Shingle Quality Control Task Force and is the Chairman of the Government Relations Committee. Bob gives dozens of presentations a year to architect and general contractor groups, as well as tech and high school building trades classes. He has been a frequent speaker at regional building science seminars and also has a weekly interactive radio program on a local AM talk radio station. Bob's company, Kulp's Of Stratford, LLC employs over 40 people in roofing and insulation. Kulp's of Stratford is a long term member of the National Roofing Contractor's Association and Insulation Contractor's Association of America.Kulp's is a steep and low slope, commercial and residential roofing and insulation company with an emphasis on metal and thermoplastic roofing systems and interior spray foam installations. They also have a specialty metals division (Marathon Metals) that includes fabrication and finishing of projects such as complete steeple structures as well as finials on steeples for churches. Kulp's entered the spray foam insulation business in 2001 in response to building performance issues including condensation and ice damming. Kulp's started their newest division, Marathon Solar Roofing, in 2009 and sold 13 Building Integrated Solar Photovoltaic roofing systems in the first 6 months.

Duane Musser, Vice President, Government Relations, National Roofing Contractors Association, oversees and directs the association's work on government policy and political matters. Duane joined NRCA in 2008. Prior to his work with NRCA, Duane served as Senior Associate at Schramm, Williams & Associates, Inc., a government affairs consulting firm in Washington, DC. He also worked on Capitol Hill as a Legislative Assistant to Representative Wally Herger (R-Calif.).
