Development of an emergency management and business continuity program requires a clear understanding of the hazards and hazard scenarios that may threaten life, property, business operations, and the environment. The risk assessment will help you decide on the required scope and abilities of your emergency response team. A clear understanding of the potential impact of hazards on business operations is needed to determine how much to invest in recovery strategies. The BIA must identify critical business functions and dependent and interdependent functions required to support these critical business functions. Finally, the BIA must determine recovery time objectives for restoration of critical business functions before their interruption creates unacceptable consequences. This session will address subjects that are too often addressed separately.

Donald L. Schmidt, ARM, CBCP, CBCLA, CEM is the CEO of Preparedness LLC and chair of NFPA's Technical Committee on Emergency Management and Business Continuity responsible for NFPA 1600. He is the editor of Implementing NFPA 1600, National Preparedness Standard, co-author of Tools & Techniques of Risk Management & Insurance and Business at Risk: How to Assess, Mitigate, and Respond to Terrorist Threats, and two other books. He coauthored the "Framework for Voluntary Preparedness" in response to Public Law 110-53 and is a member of ANSI-ASQ National Accreditation Board's (ANAB) Committee of Experts advising ANAB on the requirements for certifying private sector preparedness programs under "PS-PREP." He is a Certified Emergency Manager, Certified Business Continuity Professional, and Certified Business Continuity Lead Auditor. He has over 30 years of experience helping organizations assess risk; implement prevention and risk mitigation strategies; and designing, implementing, and evaluating emergency management and business continuity programs.
