The increasingly common adoption of local residential sprinkler requirements has revealed a new challenge for some jurisdictions: Once adopted, what is the most effective and efficient way to put that code adoption into practice? We will present an established process and model guidance to ensure consistent implementation and administration of residential sprinkler requirements at the local level based on the experiences and practices of jurisdictions throughout the U.S. that have accomplished this successfully. Successful accomplishment of this process will help to ensure that the residential sprinkler systems operate properly when a fire occurs.

Jim Narva is President of Narva Associates, specializing in association management and consulting and policy development for fire and emergency services organizations. A seasoned fire service executive, Jim also serves as Executive Director for the National Association of State Fire Marshals and the NASFM Fire Research and Education Foundation. Over his 25-year fire service career, Jim has gained experience in firefighting operations, public education and fire prevention including time as Wyoming State Fire Marshal. During his career, he has served on numerous local, state and national Boards and Committees dealing with a wide range of public safety issues. Jim is a graduate of the Harvard University Trade Union Program and has a BS in Political Science, Philosophy and Economics from Easter Oregon University.

Lane Wintermute is a Senior Associate with Emergency Services Consulting International, and works with various fire service organizations as an independent consultant, including the Residential Fire Safety Institute, where he is the Institute's Field Director. He has been a fire chief, paramedic and fire department training officer. He is a tireless advocate for residential fire safety and residential fire sprinkler system installations. A published author and accomplished speaker, he has chaired many boards and committees.
